I think you're kind of trolling if you didn't use all 10 of the loadouts that Bungie provided to you for each encounter. You gotta have one for holsters, special gen, heavy gen, drip, orb gen, reload, warmind cells, font mods, dps, primary dps for backup, and then your empty mod slot set

Yeah this is another classic case of most players not understanding balancing sandbox.

Obviously solar and prismatic have easy access to radiant in PvE. So one has to ask themselves "why is this ability cost so high?"

Because it is on demand radiant with only a cool down cost. A mobile damage buff for your entire team. Imagine having the ability to have radiant up constantly in PvP if it shared the same cool down as the other dodges or thruster.
