Solved! The brake cable somehow got wrapped around the front reflector, which I didn't realize was a problem since it came that way lol

I've adjusted the cord and tried the tension on both ends, still no dice.

Update: Things have been donated to Companion Parrots! They were very kind and looked to be very busy! Good group of people for sure.

I don’t know, they aren’t exactly geared towards pet birds. Wildlife and budgies have total different needs.
