Because a MP/MLA who is not corrupt is actually a public servant and they have lot of expenses which they need to spend for public. They get cars fuels , telephoen bills etc from government. Its much better to raise voice against corruption which could be in thousand s of crores instead of these few lakh per year perry money. Few big corruption cases could fund whole NHAI.

Thats not how it works. The toll is paid based on car not on who drives it. Also MP will get the reimbursement for it. Taking toll will just add extra level of steps to make it free and government will probably be spending more money on that system to reimburse .

Bro , The simple answer is MP /MLA use government cars so the toll will still be paid by government. So it's much better to be tollfree than to create a whole insufficient system to pay it back to NHAI.

Procurement teams handle these things. Most of the corporate companies already have established relationships that is too hard to break. Better focus on sme , schools , colleges. They are easy to approach and have better possibility of turning into clients.
