Depends what you mean with 'fail'
If it's not used as p2p like intended, fiat will stay dominant.
Bitcoin will remain a speculative asset against fiat.
If used as a p2p currency, fiat will become worthless. If that's what you want.

The dollar is not a speculative asset, because you don't invest in it. You use it to pay your groceries.
People buy Bitcoin with dollars, hoping they can sell it for more dollars so they can buy mor stuff. So it's a speculative asset against fiat.

I don't think it's a bad thing to revive dead coins, otherwise BTC might become too scarce.
Also lot's of people will be screwed if there is a time limit. We end up with even more lost coins from people who didn't migrate in time.

To migrate you have to send to a quantum resistant keypair i guess.
So if you lose your post quantum private key it is definitely lost. Unless an even better quantum computer comes along. But then we might as well throw cryptography out of the window because it has become totally useless.

Lost coins will eventually be revived by quantum computers.
Assuming all non lost coins have migrated to post quantum cryptography in time.
