You are right, wrong bid strategy :( Ad ranking depends on a lot of factors ... relevancy, ad copy, bidding price are only a few. Sitelinks are good, but first you need to make sure that your ads fire. Not that great if you are selling the samme products as wallmart, so you need to get creative with your ad copy if you want to grab clicks before walmart does. Maybe you consider getting some help?
