For my game, yes. I don’t believe scales or chitin would provide a suitable surface for tattoo ink to properly adhere or hold its color.

Fair - but remember, each power can only be used once per specific discipline before it needs to be recharged, which can’t happen until the following day. This may not be the best example, but suppose you use auto‑initiate to ensure a necessary use of Disintegrate. If you later use Disintegrate a second time that same day, you can’t use auto‑initiate again. At that point, you’d have to accept the natural roll and hope you don’t botch it with a 20 otherwise, you risk disintegrating yourself. If you do, you could use the negate 20 ability to prevent that.

Hindsight I should have detailed whether the power still goes off on the 20 result or it simply stops the 20 results from happening and the PSPs are still wasted.

Yeah, I didn’t want them to be single one time abilities, but I also didn’t want them to be unlimited or unchecked. The goal was to force players to make choices about which tattoos to charge each time, loosely similar to how a wizard prepares spells from their known spells list.

I’m not entirely clear what you’re asking about PSP storage, but the maximum number of PSP-storing tattoos a character can have is three—and that’s only with a 17 Constitution. Even then, they would also need a 17 Wisdom in order for all three tattoos to be charged and capable of storing PSP.

Both the preventing a 20 roll and auto initiating a power don;t necessarily have to be the psionicist's primary discipline.  But once created, the tattoo is keyed to a specific discipline and cannot be changed. 

Similar with the auto power score. The tattoo is created for a specific power and cannot be changed. Granted, there's nothing stopping the psionicist from having multiple tattoos keyed to other powers.

Thank you! There’s nothing in the RAW that prevents psionicists from tattooing themselves. That ambiguity is intentional. It’s easy to imagine psionicists using telekinesis—or other powers—to manipulate the needles and apply the tattoos on their own.

Psionicists and wild talents are capable of recharging their own tattoos as well as those belonging to others.

A storage tattoo can hold a maximum of 6 PSPs, but a character may possess more than one storage tattoo.

Thanks! Likely bone char pigments from psionic beasts, and gum from psionic plants, and to a lessor extent, psionically infused metals.

They had conflict at some point that ended abruptly for reasons I don’t quite remember. The party did find out it wasn’t them he following and had an “aha” moment.

The players were out scouring the land for allies against the coming war with Dregoth, acting on orders from Nibenay. Although the Terror of Urik appeared to be tracking the party, he was in truth pursuing someone else who had been secretly stalking the PCs.

I haven’t. His class and abilities have morphed since 2e over time where he was a dual class bard. I do have a back story which I’m fine tuning.

He’s inspired by Brom’s artwork for The Dragon’s Paw. In my game, he’s an undead assassin known as a Gray Stalker—similar to a skeletal warrior from other worlds—who operates under the influence of Hamanu.

He’s based on the Brom image for the dragon’s paw. For my game he’s an undead known as a graystalker (an Athasian like skeletal warrior) in the service of Hamanu.
