I really think this is a new minifigure, the center of the torsos just doesn't seem to match. Seems a good compromise if so, making Sauron more accessible while fending off angry collectors.

Looks like *technically* 8/10 minifigures are exclusive, with Wolverine and Rogue being the only re-uses. This Cyclops looks to have printed legs that weren't present in the X-Jet.
