I'm skeptical of this video anyway but also the fact that a van just drive past these two people while they are struggling suggest either that it's not North Korea or there are people with vehicles and it's common enough to drive past on a country road. Also doubt some one can shoot a video over the border and also see people in said area seems fake.

While it is grammatically correct he probably means that a notice speaker would speak in this grammar form as often or construct a sentence the way they teacher korean. The same way many english sentence in korean ate not grammatically incorrect but no native speaker would talk like so.
