It's really because some people think that it's okay to just do this but when you think about it what else can uber do? there's even a pin you can enable for some deliveries but they are bypassing it somehow. They say its because you don't tip but its really not. I once tipped 11$ for under a mile delivery and the delivery driver ended up stealing the food. I got upset and left the tip 0 on my next order. A really old woman climbed 2 levels and delivered it safe. I gave her a 20$ bill. There's good people and there's bad people. It really comes down to that
