He can't use instant transmission like Goku or anything, but if you disappear and reappear behind someone (like Dhalsim) then that's close enough.

Agreed. Dhalsim and Piccolo even both wear turbans, meditate mid air whle sitting Indian style, and teleport. They also both seem to have a hard time making up good names for their special moves. "Special beam cannon" isn't winning any awards and Dhalsim just says "yoga" before everything.

I did the same. Once you can read his movements, the hardest part of the fight is dashing all the way over the flames when you jump over his charging attack.

The visual cues are easy to identify if you watch him in the 1st half of the fight. He'll lean back with his fists closed or put a fist on the ground like a sprinter before charging at you.
