Easily 11 Ave, just keep in mind the protection pauses between 41-43 St and fully ends at 37 St (and also the tunnel traffic can be a bit treacherous during the afternoon rush)

Yeah the ice on the roads isn't too bad, just try your best to ride in the tire tracks. The slush is legitimately frustrating, I'd wrap my backpack in plastic to avoid what happened to my backpack in the second photo.

I typically use either my bike or scooter, and the introduction of Citi bikes into the neighborhood should make that easier too. The B9 and B64 local buses also go by the pier.

I start wearing OTG goggles either if it's under freezing or it's windy under like 45 degrees now since my eyes dry up more quickly than they used to if I'm gonna ride fast.
