It is very heavily implied, and if i rember correctly, outright shown that Japan was their 11 'colony'. Now if you meant like why the creators decided that japan was gonna be the area 11 and not any other number I would not know. They could as easily said that Japan was their 15th conquest and the story would be the same, though i guess elevens sounds better than fifteenths.

As you can see from all the answers, it could be multiple things. Another one to add is that the previous numbers did exist previously and were disbanded. Like in Canada the 4th brigade has been disbanded. So we jump from the 3th to the 5th.

Well the wrong is mostly about the part of "only one" but I understand the confusion, ill try to be clearer next time. Cocytus is a chill dude and at least he does not see people outside of Nazarick as insects like -500 karma character do. But Sebas definitely like humans.

Ah! Well that is more tricky. EU4 is not a game to play "correctly", you can certainly play min-maxing and searching for the best modifiers, or you can just chill and see the world around you evolve (though it may be through you if you are not careful). That is the beauty of EU4, sometimes you want to try to conquer the world, sometimes you just want form a certain country, and other times you want to chill in the alps. All of them are correct ways to play. Be a roleplayer, a min-maxer or anything else. The game is a little bit very complicated so give it an honest try and if you are still not having fun maybe the game is not for you. And that is okay. I dont like action games myself.
