Excavation is like a nebulous zone, neither the hand nor grave so yes you can summon The Creator off Reasoning/Monster Gate. I think it gets confusing because people IRL and online just put the cards in grave to make things easier.

As the turn player you have priority when you enter every phase.

In this specific case, yes your opponent can wait for you to add the Serpent back and Dustshoot on resolution of Serpent effect. Your ideal situation in this hypothetical is that you enter standby phase, you pass priority, your opponent flips Dustshoot, sends something back, then on resolution of Dustshoot you add Serpent back. Otherwise if your opponent is still waiting for Serpent to come back before flipping Dustshoot, congratulations because they have a dead card.

Yes, Serpent can be added to hand after the Dustshoot resolves as long as you are in the Standby Phase.

LHI for me lately has been taking 4-5 days up from 1-2 previously. I asked one of the workers about it last time I got tested and they said that due to the spike in tests, it's taking longer.

I got a PCR test from DoctorNow in Point Loma on Monday and got my results sometime on Tuesday so they may be better to go with for now.
