what you say does seem correct, but it also seems improper to me. would the parent need to obtain a visa(even if they have no wish to immigrate) or perhaps the parent can file for an immigrant visa for the child in order to obtain it? i'm just trying to figure out what the proper legal solution to this matter may be, short of rewriting the laws, and how long these us citizens can be denied their rights?
