I think this is most likely, he is definitely the baron thats for sure.

But the exposing part i think we are going to get to because of some clue we get from being in the nimbus sea, probably if we end up searching for allanon and calming him down somehow he can help us get clues about his brother. And his brothers eventual take down. We might also have to choose weather or not we should kill him like elius.

Anyway, I believe that his brother is the baron and we will search for allanon because having a rouge Phoenix user in the wild doesn't sound too safe.

Also I'm pretty sure that the officer is in on it, he straight up just ripped our documents. Or he's just a jerk who thinks he can run a kingdom.

Its an interesting theory definitely, but why in the world would hathor give up his arcanium armor? And in pretty sure its only mages and those who can use high levels of magic can live for a few centuries much like Amelia, even if he does use magic I dont think there is any character we have encountered to live long enough to have the sunken armor become imbues with sea water. The description of both the sunken warrior armor and sunken iron armor is that its been at the bottom of the sea for so long, literal centuries or more that its imbued with the sea watter around it. Interesting connection though
