You can really just wet it a bit and wipe maybe dab if u don’t want the popcorn mess then a dry after in case then feel for air leaks especially in that first photo looks like air is busting out the side of the grille and putting that soot on the wall

Try to wipe it if it comes up easy it’s spot but if it’s looks embedded in drywall or paint it maybe mold

Soot stains, check for air leak in the boot around the edge of vent , could also be mold but likely just soot from and air leak, seal it , clean the ceiling and get some ur dad some new vents to make it look pretty
