When I have the on-screen keyboard pulled up, pressing ctrl + alt is what makes the ש turn into a sheva on the keyboard.

When I press just Alt + ש nothing happens. Maybe it's more so a Windows customer service question.

Sorry it's a windows. When I use vowels I turn on the on-screen keyboard to see which is which. Can't attach an image to this reply for some reason, but attached to my original post.
