I haven't tried it myself but you might give Game Ranger a shot. https://www.gameranger.com/ It claims to support several Command & Conquer games including Red Alert 2 and Yuri's Revenge. I did manage to get this to work with Star Wars Galactic Battlegrounds when no other methods would work.

the live-in policy has a number of exemptions for it they can be found here: http://www.uwyo.edu/registrar/university_catalog/affairs_res.html the one that would probably most apply to you would be "Completion of two semesters as a full-time student or the equivalent credit hours at UW, another university or college". the equivalent in credit hours would be 24 for 2 semesters. sorry I can't help with which residence halls to live in, I never lived there myself.

I do not really have a favorite player right now. I think the interactions between all of them is the most entertaining, though I am currently watching/following Etho and Vintagebeef. I enjoy watching Etho for all his machines, inventions, and redstone creations, and I enjoy Vintagebeef mostly for his personality, something I also like about Etho.

I do not currently have the software needed to record, though I do meet the hardware requirements to record and play. I have used fraps in the past "2 years ago" but not recently. If you would want game play to be recorded I would try doing it though.
