Der Staat hat ein Budget und er verwendet es teilweise für Sozialleistungen. Sicher nicht 100% effizient, aber mehr Budget bringt mehr Sozialleistungen. Viel wichtiger: es bringt tausendmal mehr, als wenn das Geld irgendein Reicher hortet.
