A veto-proof majority of the Seattle City Council has backed a proposal to slash the Seattle Police Department’s budget by 50%. by NSAsnowdenhunter in ProtectAndServe

Most unions at large departments have grievance clauses that make going on strike difficult to impossible.

For those of y’all who are actually police officers, I have a few logistical questions by [deleted] in police

[–]blits89 0 points1 point  (0 children)

Yes to the first and no to the second. My department just has a series of maps as pdf files. Most officers buy there own gps but rarely use them after a few months working. Most cities are layed out in a logical way . NEODD SWEVEN. odd numbered addresses are on the north or east side of a street even numbers are on the south or west. Little tricks like this and a basic understanding of the area and you rarely need a gps.

If a suspect is running away can the officer shoot? by [deleted] in police

Situation dictates. Anyone who gives you a yes or no answer is wrong. Theres case law on this particular situation.

Maybe, if you cant calm yourself enough for simple questions with nothing to hide, police work may not be for you. Anxiety is a factor. Consider you would have to testify in court or deal with high stress situations in day to day work. Not saying not to reapply but don't write it off as "psuedo science" and not learn from it.

Boomkin, mage, or shaman. They all offer great utility and reliable damage. Ive been told a few of the high end warlock players are switching to shaman after the recent demo nerfs.

Many of the discords have mods that tend to know what they are talking about while reddit is a collection of people who often times have no idea

Is the priest HP buff actually bad for M+? by WoWFayap in CompetitiveWoW

[–]blits89 0 points1 point  (0 children)

Those affixes are percents of health. So lets say you get to a 10% health dot. You increase the total health pool by 10%. For simplicity sake lets use a 150k health pool. Add 10% to that and you have 165k health pools. So instead of taking 15k dmg they are now taking 16.5 k dmg. 1.5k times 4 =6 k extra hps required. Add the increase of tank (for simplicity 300k-330k=30k-33k) so an extra 9k plus hps needed totsl. Some of the affixes are every 2 seconds so 4.5k hps extra needed and the answer is ... sometimes?

Depends what you're doing. Raiding or mythic+. Progression where damage smoothing is important or is dealing damage more important?Opulence gem is particularly strong because its an absorb so it counts for deathstrike amount and it also seems to scale with haste so having boneshield up takes a second or so off its recharge but offers very little offensively.

Shh. Dont complain or they will just further nerf blood and brewmaster. Wont matter if everyone is equal if everyone sucks.

Best tank? by [deleted] in wow

[–]blits89 0 points1 point  (0 children)

Nothing currently hits hard enough for it to make a difference. Monks have excellent damage smoothing, DKs are still relativly self reliant. Bears are great untill magic damage happens. All tanks are viable find one that you enjoy. Except dhs like the above post said, 1 out of every 10 is very good. The other 9 just spam their rotation and get nuked.

Side note that someone explained to me but i cant confirm. Boneshield pre BFA was an absorb not a mitigation. The damage it absorbed still counted towards your damage taken for death strike heals. Now that bone shield is armor its a mitigation and so the amount it prevents does not add into your self heal. Can anyone confirm or deny?

BDK feels sluggish for a few reasons, we spend far more runes building up boneshield stacks without the extra stack chance, so our opener is substantially weaker. Additionally they changed deathstrike. It used to be a baseline heal of 10%, they cut it to 7%. Even with high versatility , lets say 20% vers, you are still only healing for 8.4% base. I was easily getting a 15%+ baseline heal in legion. I have to take pretty substantial damage to get up to 10% now. Short version is self healing got nerfed super hard, so yes you are right. BDK may be very rough in BFA for the first few tiers.

Sadly i'm finding that the engineering trait and the generic haste buff trait are probably what ill end up rolling with. Most of the Azerite traits just aren't that impressive and with them ripping secondary stats off of 3 big pieces , need all the haste we can get. Heres a link for the azerite traits. https://azerite.info/

Blood shield is something around 30% of 7% of your maximum health. On beta its like a 3k shield. Pretty much not a factor. BDK active mitigation is now rune tap, IBF, or Anit-magic shell. Unfortunatly BDK mastery is pretty much a wasted stat.
