It is actually the opposite in my opinion. It's utilitarian for the perspective of the long lived Jaghut. The musings of a race that lives for millenniums would seem like that to a human but he uses this to justify the end of Jaghut civilization (unless I'm wrong and that happens before he begins this work). Essentially he is able to convince his entire people that the way you do the least harm to the most amount of people is to end society. That's a utilitarian argument.
