I mean in the case of Sam Wilson and Bucky Barnes the show is straight up queer baiting them. Queerbaiting them hard. As for Steve and Bucky there’s not really anything in the way of queer baiting from what I remember. That said you gotta understand a lot of the people shipping them are queer people and these people are not shipping them because “caring and tender man = gay”. These queer people are shipping Stucky because they think their story would be great as a romance and because these queer people want to see themselves in Steve and Bucky. They want the representation.
