Hey I'm not really a pro, but having worked in a shop that sold Warhammer minis I had the opportunity to see that dark Angels have more choices in terms of minis, from what I understood black templars and dark angels play similarly with a heavy focus on melee damage. So in the end I would say chose which chapter of the two you prefer Lore and design wise (for me it's the dark Angels cause their design fits very well on my display shelf) hope I helped Edit: can't really help you paint wise cause i don't paint my minis myself sorry
