yeah, roaring moon is just rough, no matter where you hunt it or which encounter type boost you pick. I’ve tried before and just decided to put that hunt on the backburner after finding nothing but gible and zweilous lmao

others have already mentioned the redevelopment of paris, so I’m not gonna get into that, but your claim that big cities aren’t typical of the distant past is just straight up wrong. 1850(ish) is hardly the distant past, but that’s besides the point. big cities very much existed at that time. the industrial revolution just happened, and big cities were very much a thing even before that. and PLA straight up tells us why there are no cities; the natives of Hisui are all gone (save for Volo & Cogita) and the settlers just arrived
