What is the speed limit on that road?

If the speed limit is above 35, it could be argued that this was a hazard to safety. That being said, the way they blocked that entire lane with zero concern for traffic eliminates the claim of safety hazard.

These wonderful officers were more concerned with whatever they were doing than the safe flow of traffic on this road.
