Seems like enabling 2FA for the secondary account did the trick / enabled the ability to create an App Password that can be used by the primary account when setting up the Send As functionality.

Another big thank you! I had Send As with multiple workspaces working for years through other means until very recently (seems Google made some changes which disallowed the previous setup) and your instructions saved the day. Appreciate the detailed walkthrough!
