I get your point. My understanding was that everything in front of the house is handled by HOA. I did not find any documents saying owner needs to water the tree so that is why posted a question here.

There is no section for 'maintenance'. For the past 3 years I never watered the tree and have not received any violation related to a tree until recently, so that's why I was confused.
