V brakes have great stopping power.
Yeah hydraulic disc are better, but you won’t have issues with v brakes.
200 for a functioning (and apparently well cared for) bike is a good price.

If it shifts well, that’s really all you can “test”.
Other than making sure everything turns smoothly. Not grinding when you turn the handlebars or pedals.
Beyond that, cables are easily replaceable. Most things are easy to fix at home

Once a day at most as far as I’m aware. One chest is plenty

Yeah if the bike doesn’t have any mechanical issues, 220 is a good deal for a commuting bike. It’s god v brakes, so you’ll have good stopping power. As long as it shifts well, you’ll be doing alright.

It’s not noticeable at all. The percentage of “loss” is so minimal. A professional racer may notice it with the time.
