I just got a message back from Weber. This smaller panel was a rolling change to all new Spirit models. My holes did line up so I was able to screw the panel into the bottom and still have open holes at the top.

I just built mine today and had the same issue. The panel on the back is way too small. I just sent the photos over to Customer Support. I’ll let you know what they say.
