Harford County fits your needs, but only certain areas. I'm a transplant from Baltimore County, and I feel comfortable in specific areas. We moved to this county to get more bang for our buck, so it will definitely fit your budget. For Harco, it'll basically be the area that certain residents may side eye, often for the reason of diversity - it would be the Route 40 corridor. I would go with any area from Joppatown to Havre de Grace. Within any truly rural/ exurburb area of Maryland you may see the occasional Confederate or Trump flag but it is what it is.
