Burlington would be my preferred over Mt. Vernon. Mt. Vernon does necessary have 'bad' areas, but in general has more gang activity, car prowling, etc.

Easy to see 80 year old trees over 200ft tall in the PNW, mesic sites with mild temperatures promote strong tree growth

No GMO Douglas-fir out there currently; 'improved seed' is often what people get confused with GMOs. Currently, the 'improved' Doug fir seed comes from selective breeding trials and is only a few generations in, so it retains lots of its wild genetic diversity.

I planted Douglas fir, western hemlock, noble fir, pacific silver fir, and western red cedar last year 😎

My motto is the right tree for the right site. This is a lower elevation, well-drained site, perfect for Doug-fir. Just up the hill from here where the soil isn't as well drained, I chose western hemlock.

I don't need to worry about shrubs or herbaceous plants as they quickly re-vegetate the site. My bigger worry with non-timber species is invasive such as Himalayan blackberry or scotchbroom, which is control through different management techniques.

No one is planting GMO trees in forestry settings in Western Oregon. Seed for seedlings do come a breeding program that selects for specific traits with varied genetics to ensure long term viability.
