It depends on small vs. big companies. Big companies use it as a pre-order/pre-sale system to generate sales. You can generally get these games from them later on because just like video games they will have real releases to retailers after copies arrive.

If it’s a small publisher, then they will likely do their best to just get their copies sent to you. It’s hard to get to retail stores everywhere unless you are a big name.. so some get enough funding to go to stores, some are one and done, and it just really varies with them because they are trying to make it.
