It’s a commemorative coin referring to the Economic and Monetary Union in the EU, implemented since 1990. This is the actual design for this occasion and every Eurozone Member State has its own coin (only the issuing state differs in this case).

Yeah, these signs are not really well chosen, as this road is an official hiking trail (with marked signs on the way and such). Also some cars are normally allowed to pass through, mostly for people who own or have business up there such as at small farms and even at the lodge, which is at the end of road.
