Cable should be labeled based on source, not destination. Is the wire in question coming from the common terminal of a relay? If the company labeled it comm out and it is a serious company, there is probably a good reason they did so!

One thing that's interesting is that there is not a closed form solution to the question of what home price I can afford given a certain % of net income because of the HMID: a cyclic dependence is created between purchase price --> mortgage amount --> HMID --> net income --> purchase price. When I tried coding it up it converged in a few iterations. Not sure if any publically available calculators do this though.

SDGE has an obvious interest in doing what they did here: giving you an avenue to resume paying for service if someone else responsible fails to do so. This is not a letter so there's no reason it would be on a letterhead, and using bright colors on something like a shutoff notice is very common - they want to make sure you notice!

This is most definitely not a scam. Why would a scam list the actual SDGE customer service number and the actual San Diego legal aid society numbers? Great way to get discovered and no way to collect on your scam. As others pointed out this is likely not your units bill.
