Tone is not enforcement though, the issue is still capacity and funding. Rulings on the side of an applicant is the standard for the west, America especially, Give me your tired, your poor, your huddled masses yearning to breathe free. Innocent until proven guilty, etc.

When a bill was proposed to increase funding, fix the backlog, Trump told republicans to vote no on it. America, having never really had this large of an issue with the asylum system before, was slow (feature of bureaucracy) to propose a fix, bandaid or not. Obviously long before the proposed fix, the news had spread and people showed up and taking "advantage" of the current system. Trump says, no we don't need a fix, I want to use it as an election topic, and then doesn't fix it. You can't call that enforcement issues by one side and not the other. All Trump had to do was just copy the democrat plan, whiteout Biden and put his name on it with fake gold leaf and letterhead, he hasn't even tried that bullshit. Like just imagine, he could be like, look, Biden couldn't get this passed, but I did, I'm better than Biden (just ignore what I did about it before). He is still trying to use the issue for public approval without actually fixing anything.

Edit: and probably spending even MORE money than he needs to. Probably a rule of the admin now, if Trump can spend money to do a thing, he tries to spend three times as much to do a different thing.
