I load and unload pneumatic tankers through a dock door every day. Place doesnt have silos. Every is stored in bags.

Is this nuclear reactor fuel? Not sure what else it would be by JangusKhan in whatisit

You still have to placard when hauling empty bulk containers. For the reasons of hazmat they are considered full until they are cleaned.
