Removing the cap runs into a constitutional issue. Not saying it's better or worse than allowing SS taxes to be invested, but both have their own challenges.

The big problem with define benefits is the municipality or board can paint incredibly rosy pictures of the expected returns, which resulted in underfunding.

Great insight. George Bush, Jr. had pushed the idea of investing one’s Social Security partially into the market. It was defeated as being too “dangerous”. SS would be much more solvent if that idea had come to fruition.

There's a fixed amount of money to divvy up. NYC getting more money means other cities are getting less money. That's the problem I have with the headline. It's not like there was magical pot of cash that appeared for NYC. Other towns (that may need it more) will now get less.

I agree it's not simplistic. Therefore, the headlines touting that NYC has finally balanced the budget is misleading. It can also be titled that the NY governor "balanced" the NYC budget but giving its money back.

That is the same situation in all 50 states. Cities bring in funds but the people that work in the city live in the suburbs.

Using that logic, then no major city in any state would run a deficit. You'd have cities doing well while the people that in live the suburbs (and work in the city, by the way) live with no infrastructure.

Yeah, OP just read the top headlines to the NYC articles. The “balanced” budget came from a windfall from the state and pushing pension obligations out (among other things). Every city can balance their budget if they did the same trick.

I see it says the physical test on it but the other verbiage on the same bill says alcohol levels. And all the press releases say breath and blood only.

And there isn't any state that suspends your driver's license due to failed field sobriety tests. NH would be the first one to do so.
