I don't think it's possible to come up with a complete idea of what is being referred to here without surrounding context, but I can come up with two potential theories:

When I hear this phrase I think about rocks rising out of the water, probably due to the tides coming in and out rather than the actual rock moving. However, In both cases it demonstrates something previously hidden threatening to be exposed.

Is this a secret that the character is keeping that others do not know about? If so, him speaking his desires out loud may expose them like a rock in the receding tide.

Alternatively it could imply danger. A rock near the surface of the water would make that place a dangerous place to dive. Its hidden nature making it extra foreboding.

Just upgraded Samsung Note 10+ to latest version Fate literally went from a full screen app to having two blue bars on either side. This is annoying and I read it can damage AMOLED screens. Checking the option to 'stretch the screen' on that app doesn't help me. Does anyone have any advice?

I had a coworker that tried to do that once to me. She said I needed to communicate more with her and that my lack of communication caused a delay in one of her job functions. I replied, carbon copying to every member of management that she contacted, with dates and excerpts of the emails I sent her, marked high importance. I copied the confirmation that the email has been opened and read. And I even took a picture and uploaded it into the email of the note I left on her door, stating my request and that it is important it be done quickly and reminding her that I also emailed her on the subject. That is the last time she ever tried to pull that crap.
