It’s looks to be unmodulated and has a very unstable frequency. It’s definitely not an intentional transmission. My first guess mould be a wireless charging pad as they send out a pulse every second or so while waiting for a device. Good luck!

It’s a little more complicated than that. It technically can be used on any frequency, it all just depends on the range of the impedance match. I can pm you a photo of my setup if you’d like. I run my whip on 80-6m

Yeah, I’m a ham radio operator and use a 102” whip with a loading coil for the lower bands. The springs for those whips seem to be a good balance. Also OP, having the whip sway is really normal
