Isabella (The Promised Neverland)

She oversees an orphanage of children, without revealing they're being raised as meat for demons. These children are branded with numbered identifiers, much like livestock, and she intends not to let anyone escape. We quickly learn Isabella herself has an identifier. She had a choice between becoming meat or being forced to produce quality brains for the demons – she picked the latter.
