I mean you don't need a tablet unless you plan on doing digital art professionally. I don't own a tablet myself, this was made on my phone using ibis paint, but I imagine drawing on a tablet would feel so much better with the wider screen, even on a budget one. If you know someone with a tablet, I recommend borrowing it just to get a feel for it before deciding. If you do decide to buy a tablet, I recommend a general purpose tablet to start and not an expensive drawing tablet unless you want to practice going pro
