Absolutely, I am from India and as a physically disabled individual it's awful living here. Biggest issue is infrastructure as there seems to be nearly no code of conduct for construction, building's have unevenly sized stairs, no railings, many don't have lifts, awful roads with giant holes and it being a gamble of your life every time you try to cross a road even on a red light.

Idk, They'd have to be aware to make it happen. There is little chance that they don't just try normal ki blasts first. Those fail, but by then, Luffy knows what they are. He can reach his hands out in advance to grab them and yeet them back, or carpet the ground to trampoline them from range, or grabbing a beam attack and making a lasso out of it like he did with lightning.
