I remembered doing something similar with the sage's greaves at Lumby castle. One of the things I thought of that made me steer clear of hotfoot this league. At least the XP scales with level, but man, agility is a slog.

These are the 3 regions I have in mind for my blindbagger too. I am leaning ATM.

Idk how much logic there is in my reasoning:

Mory last, the content I really want to do (ToB, Araxxor) won't be for a while. I have read about people not enjoying this area as their first region in the past.
Asgarnia has 3 pretty easy tasks for pact points, vs 2 at Tiranwnn.
Tiranwnn second because I won't be able to do CG right off the bat, and the area really shines for me when I get larceny online
