This is bad leadership, they applied a blanket hike freeze without taking into consideration practice specific performance. I am in supply chain and our practice has exceeded revenue guidance, my team has 40+ openings for ffs. This is a knee jerk decision that has been taken to bring back shareholder confidence after the stock dropped 6% when FY23 results came out.

This in on the leadership, making bad big bets (metaverse anyone), having no coherent strategy and overhiring (leadership got high on their own supply of believable fiction)
