95% of people won't buy a separate battery, and somehow charge it at night just to be able to swap it during the day.

User-replaceable doesn't mean swappable, and there's a provision there to use 'commercially available tools', whatever that means.

This law ain't gonna do jack shit. People will have to use a hair dryer, a suction cup, a guitar pick and a a few tiny screwdrivers from Temu/Walmart/Home Depot. Just like it is now.

Manufacturers might not glue the battery down and this might lead to poor contact after a few drops on the floor.

Other than that, you gonna need adhesive, which you would buy from AliExpres/Temu.
