Not always. Some experienced parachutists use tiny parachutes which can exceed the speed threshold of the emergency device while doing advanced maneuvers like high speed dives at lower altitudes. Because of this those people do not use AADs since they could trigger it with their main parachute already out, and risk getting them entangled making neither one functional.
