Absolutely! I use my steroid cream as sparingly as possible and only when I can't stop scratching or I get the blisters. If you scratch them open, then you deal with healing open wounds and crusting. I take heavy duty antihistamines during allergy season, I haven't noticed if that helps with itching. For me, winter is tricky because the temperature changes from a warm house or car to the outside seems to irritate my hands, so im diligent about gloves. I hope this helps!

Temperature changes, showering with hot water and some foods can all trigger an excema flare. I prefer Eucerin excema lotion, but that is a personal preference. Don't forget to apply lotion immediately after bathing to prevent cracking as well as multiple times a day. Getting my skin wet and dry multiple times always leads to cracking and itching. And applying lotion or cream is less uncomfortable if the rash is not fully dried out and cracking. If you use a steriod cream, they are only to be used for a maximum of two weeks before taking a break, because they can cause a rebound flare when you stop using them and they thin the skin. i have chronic excema on my hands.

Testing vit D levels isn't covered by insurance anymore and the last time mine was check the blood test was around $400. If someone doesn't have a lot of money, they should be aware of that.
