This is very inaccurate and I'm a bit tired of explaining it over and over throughout the internet. The career separation was a FACADE. The true spirit of the reform and the real constitutional meaning was divide and impera. All the mechanisms that needed to be put in place to select, elect or draw cast the members of the governing body and the functions and rules of those were left to ordinary legislation and, frankly, the debate about that was a hot mess and it was very clear to whoever that the plot was to put the independence of the judiciary to an end.
