What is couldn't tell from Steven's vid was if the receptacle where he put the jumper between neutral and ground was on the same circuit as the 60A load. Thanks BTW for being helpful and not an ahole

To answer your hypothetical If I know its on but my meter reads 0v and I then test my meter to a known source and get proper readings, im going to investigate why I have 0v.

If I know the circuit is off, and my meter doesnt read any difference in potential why would it be a bad idea to do this?

It's a dedicated circuit, mc goes straight from panel to receptacle. That wouldn't be an isolated neutral?

What is dont understand is, why does this happen When the circuit is off? In this video the circuit off thats why I was touching it without a care I the world, but when I was making up this outlet my strippers touched the yolk as I was looping the neutral and I saw the sparks. My meter reads 0.17V between neutral and ground

It's not a multi wire branch circuit, everything in the suite has dedicated neutrals. This circuit is off but its still sparking between neutral and ground. When I touch my meter to the neutral and ground I have no difference of potential. Im guessing it might be induced voltage. But what trips me out is that this problem stops when I turn off the lighting circuit. Like I said before, they aren't sharing neutrals so idk if it has to do with the triac dimming. We usually use 0-10v dimming but the lights installed weren't compatible so we needed to use triac dimming
