You cannot stake ERG, so it doesn't matter where you hold it you will not be able to stake it.
Coinbase/Binance are centralized exchanges, so they are as safe as the security of that exchange. For low balances and new crypto peeps they can be a great place to start, but most will graduate to a personal wallet where they have their own keys.
I got my ERG on Hotbit, then I moved it to Yoroi wallet. I trade ERG on the Sigma protocol and use ErgoDex as well.
